Across Latin America, countries are faced with limited economic growth and growing political polarization and instability. During the keynote address by former Costa Rican President Laura Chinchilla Miranda and the expert panel, we will discuss pathways to improving citizen security and human rights across the continent to provide a basis for a new wave of prosperity. The talk will be followed by a tango music performance by San Diego's Camarada with special guest Raul Jaurena, tango master and accomplished bandoneonist.
