Richard Bainter (J.D.) will speak about Bosnia: Tourist Destination or Conflict Zone? It has been twenty years since the signing of the Dayton Peace Agreement and Bosnia has recently applied for membership in the European Union. At the same time,Bosnia continues to be governed by UNSC resolutions which authorize a small peacekeeping force and international oversight. The program will address this apparent contradiction and Bosnia?s current status within the international community. Ric Bainter has worked in Bosnia for the past 16 years. He currently serves as outside legal counsel to the Office of the High Representative in Bosnia, but is based in San Diego. He also serves as the President of the Board of the San Diego Diplomacy Council.
