Celeste Arrington will introduce her new book, “From Manners to Rules: Advocating for Legalism in South Korea and Japan” (2025), which analyzes the legalistic turn in Korean and Japanese governance through paired case studies related to tobacco control and disability rights. In both countries, regulations related to disabled persons have become more detailed and enforceable. We will see how new law is driving advances in disability rights, and how they are used by activists and lawyers to forge new opportunities for political engagement.
