Drug Violence, Public Security, and the Rule of Law in Mexico

Over the past two years, Mexico has experienced record high levels of violence related to the war on drugs and the rivalries among different drug cartels. To address this challenge, President Felipe Calderon has increasingly involved the military in the provision of domestic security. To examine these trends, the Trans-Border Institute has invited Dr. Dante Jaime Haro Reyes, an expert on public security issues and public law, to speak at the University of San Diego about drug violence, public security, and the prospects for promoting the rule of law in Mexico. Dr. Dante Haro completed his studies in law at the University of Guadalajara, obtained his Masters Degree in Administration of Justice and Public Security at the University of Guadalajara, and obtained Masters and Doctoral degrees in law from the University of Heidelberg in the Federal Republic of Germany. Dr. Haro has served as a trial lawyer for Professional Legal Consultancy in Mexico, General Counsel in the Civic Attention and Public Audience Unit for the Government of the State of Jalisco, and as a research consultant for the Max-Planck Public Law and International Rights Institute in Europe. He currently teaches in the law program at the University of Guadalajara.
