Hugueney is one of the region?s foremost experts on the evolving China-Latin America relationship and the challenges that China's new leader, Xi Jinping, faces in confronting slower economic growth. Since being appointed in 2008 as Brazilian Ambassador to China, he has managed an intense agenda on behalf of his government and Brazil?s burgeoning private sector.
During Ambassador Hugueney?s tenure, China has become Brazil?s largest trading partner, with Chinese imports from Brazil increasing from $8.4 billion in 2006 to $30.8 billion in 2010. Brazilian President Dilma Rousseff and Chinese President Hu Jintao signed more than 20 bilateral agreements ? along with 13 agreements between Chinese and Brazilian companies ? during President Rousseff?s first trip to China in April 2011. In June 2011, Chinese Premier Wen Jiabao attended the United Nations Conference on Sustainable Development (Rio+20) in Rio de Janeiro.
Ambassador Hugueney?s distinguished diplomatic career spans 50 years. Before being posted to China, he served from 2005-2008 as Brazil?s permanent representative to the United Nations and other international organizations in Geneva. He also served as the President?s special representative to MERCOSUR (Southern Common Market) in 2002 and as Brazil?s ambassador to Venezuela from 1993-1999.
He has received numerous honors during his career, including the Colombian Order of the Grand Cross, the highest honor given by the Colombian government, and the Aguila Azteca, the highest decoration awarded by the Mexican government to internationally recognized figures.
